- To gather a broad range of qualitative and quantitative data about the problem of under-representation of Hispanics in the full-time workforce of U.S. federal government and the U.S. Centers for Disease Control and Prevention;
- to analyze such data scientifically for an understanding of how the problem is being addressed;
- and to produce for the general public a series of reports summarizing these analyses and our suggestions for addressing the problem more effectively.
